NCAA adopts college basketball reforms for draft, recruiting

In efforts to straighten college basketball's integrity, the NCAA adopted a series of policy and rule changes on Wednesday.

After the NCAA created and heard recommendations from its Commission on College Basketball, the NCAA's Board of Governors and Division I Board of Directors released the changes it will make. Those agents must be certified by a NCAA program. However, as David Glenn explains: While not ideal, these proposals improve the game.

Agents will have at least a limited place within the NCAA structure when it comes to college basketball.

Ultimately, USA Basketball and NBA won't be expected to make the determination of "elite players", but they do want to be involved in the process because they already have a stake in the youth game.

The NCAA will now permit underclassmen to join the draft, complete the combine then go back to school if they are not drafted.

Players will be allowed to return to school if they go undrafted in the NBA Draft.

The reforms also call for more transparency around amateur events and hold university presidents and chancellors accountable for noncompliance within the athletic department.

Notable changes relevant to high school players include the ability for "elite" prospects to have official relationships with agents, the reduction of the July recruiting period to one weekend and the creation of camp-style events coordinated by the NCAA, USA Basketball, the NBA and NBA Players Association. Players now have more flexibility.

Sources told ESPN's Adrian Wojnarowski that a number of National Basketball Association official "were surprised over the presumptive and premature nature of the NCAA's rules changes" that are based on the assumption that the NBA's policy permitting preps to work with an agent will be dropped by the league.

The rules were recommended in April by a commission formed when the existence of an Federal Bureau of Investigation probe into pay-to-play allegations surfaced. Players will also be allowed to work with an agent while declaring for the draft.

There are also reforms aimed more directly at making the system more transparent.

That agreement must end if the player returns to school. The agents can cover minimal costs, such as meals and travel expenses related to gauging interest in professional opportunities.
