The Justice Department charged 12 Russian intelligence officers on Friday with a litany of alleged offenses related to Russia's hacking of the Democratic National Committee's emails, state election systems and other targets in 2016.

Deputy Attorney General Rod Rosenstein says that Russian intelligence agents stole information on 500,000 US voters after hacking a state USA election board.

The hacking was of the DNC, the Democratic Congressional Campaign Committee and Hillary Clinton's presidential campaign, including its chairman, John Podesta.

Trump, meanwhile, has been criticized for being reluctant to speak publicly about Russian interference into the campaign. They are charged with infiltrating computers including state boards of election, secretaries of state, and companies that provide software to monitor elections.

Still, Deputy Attorney General Rod Rosenstein said the internet "allows foreign adversaries to attack Americans in new and unexpected ways".

The GRU agents indicted Friday, he said, used the alias "Guccifer 2.0" and a website called "DCleaks" to disseminate the stolen information, presenting them as fronts for American and Romanian hackers.

Only three North Atlantic Treaty Organisation members now meet the 2 percent target, while five are expected to do so this year. White House spokeswoman Sarah Sanders said this is not a formal proposal and that Trump had merely "suggested" this increase.

While Friday's indictment does not include any criminal allegations against a US citizen, the charges note that Guccifer 2.0 allegedly communicated with "U.S. persons about the release of stolen documents".

The indictment - which comes days before President Donald Trump holds a summit with Russian President Vladimir Putin - was the clearest allegation yet of Russian efforts to meddle in American politics.

Mr Rosenstein said the defendants corresponded with several Americans during the alleged conspiracy, but added there is no allegation that any USA citizen committed a crime.

"It's important not to think as Republicans or Democrats, but patriotically as Americans", he said.

The fresh indictments related to special counsel Robert Mueller's probe come amid U.S. President Donald Trump's United Kingdom visit, and just hours after he once again called the investigation a "witch hunt".
