Kirstjen Nielsen, Homeland Security secretary, drafts plan to end family separation

President Donald Trump announced Wednesday he will sign an executive order to end family separations at the U.S. -Mexico border.

Also playing a role in the president's turnaround: First lady Melania Trump.

He said if members of Congress really wanted to keep migrant families together, they could make a change to the Trafficking Victims Protection Reauthorization Act, but they want it to be an issue. It keeps families together while they are in custody, expedites their cases, and asks the Department of Defense to help house them.

Earlier Wednesday morning, Trump blamed Democrats, tweeting, "It's the Democrats fault, they won't give us the votes needed to pass good immigration legislation".

'Our immigration laws are the weakest and worst anywhere in the world, and the Dems will do anything not to change them & to obstruct-want open borders which means crime'. "Secretary Nielsen encourages all-including this group-who want to see an immigration system that works, that contributes to our economy, that protects our security, and that reflects our values to reach out to Members of Congress and seek their support to close the awful immigration loopholes that have made our system a mess".

Trump has been under steadily mounting bipartisan pressure to reverse course on his policy, which has resulted in more than 2,000 children being taken from their parents and housed in makeshift cages in an empty big-box store in Texas and other shelters, including a number in NY.

The second-ranking Senate Republican, John Cornyn, said they're proposing a "humane, safe and secure family facility" where parents and children who are minors could be detained together.

He continued to blame the Democrats for the policy, having previously said it is "their law" that causes separation at the border.

Since 5 May, 2,300 children have been separated from their families at the border in Mexico.

"Beyond this one problem of immigration- you can mention the word "comprehensive" or you don't have to use it", Mr. Trump said.

President Donald Trump's administration separated nearly 2,000 immigrant children from their parents at the border over the span of six weeks from mid-April through May. And we're working very hard on immigration.

He ends his message with a call to action, pushing Congress to take legislative action and all Americans to vote.

The president's U-turn on the separation of children from their parents comes amid growing fury across the US's political spectrum over the detention of children, some as young as seven months old.

In the letter, sent Tuesday to Homeland Security Secretary Kirstjen Nielsen, Health and Human Services Secretary Alex Azar and Attorney General Jeff Sessions, Madara notes that the Administration's "zero tolerance" policy was recently discussed at the AMA's Annual Meeting, which includes delegates representing over 170 state and national specialty medical societies.

The "zero tolerance" policy isn't required by law, as Ilya Somin, professor of law at George Mason University and blogger at The Volokh Conspiracy, has argued: "They could easily exercise the discretion to avoid prosecution and family separation, as previous administrations have, and as the Trump administration itself does in the case of almost all small-time marijuana users". If those options are exhausted, authorities must find the "least restrictive" setting for the child who arrived without parents.

Meanwhile, Zeid Ra'ad al-Hussein - the UN's top human rights official - essentially accused the United States of committing child abuse. Other recent rulings, upheld on appeal, affirm the children's rights to a bond hearing and require better conditions at the Border Patrol's short-term holding facilities.

That would most likely violate the 1997 "Flores Settlement" agreement that limits the Government's ability to keep children in detention.
