Ohio Scores On National Exam Flat in 2017

Betsy De Vos laments lack of progress seen in US students

The fourth-grade results were slightly above the national average but have ticked downward since the last NAEP exam was given in 2015.

The National Assessment of Education Progress, or NAEP, test results released Tuesday show students made little progress in math and reading over the past two years.

Fouth grade reading: OH was tied for 15 with 39 percent of students scoring as proficient, ahead of the 35 percent nationally.

The national average score for fourth-grade reading was 221 in 2017 and the average for the rest of NY state, excluding the city, was 226. Past results have formed the basis of several reports from various advocacy and research groups highlighting the challenges facing K-12 education in the state. The percent of students at or above the proficiency level in math falls below the national average in both fourth and eighth grade.

Despite the lack of growth, Wisconsin students fared better than the nation's average, as they did in years past.

Overall, North Carolina's reading and math scores track national averages. "When we look at peer districts and the country, we're outperforming the national average, state averages and most cities".

Five percent of eighth-graders were at or proficient in math, compared with four percent the year prior.

In reading, 39 percent of students statewide are at or above proficiency compared to 35 percent nationally. Richmond Public Schools was not one of the 27 large school systems, given the city's population not meeting that 250,000 threshold.

Rhode Island's performance on a highly respected national test was largely unchanged from 2015, but achievement gaps between white students and students of color continue to remain stubbornly high.

Among all schools in 2016-17 that received a D or F, 92.9 percent had enrollments with at least 50 percent of students from low-income families.

MI ranked 38th nationally in fourth-grade math, up from 42 in the nation in 2015.

The NAEP is administered by the federal government to a sample of students across the country. Approximately 3,300 fourth-graders and 3,100 eighth-graders in Wisconsin took the exam. And this year, what was a three-day test for English and a three-day test for math has been shortened to two days each. In the District, 32 percent of fourth-graders are considered proficient in math.

In reading, eighth-graders in public schools and in suburban schools increased their scores.

Carr said last week that the NAEP proficiency standard is an aspirational one, not one that all students are expected to meet.

"We are very proud of the progress in our reading scores", said Assistant Superintendent Rodney Luke.

Achievement gaps between ethnic and racial groups persist.

But the change in Michigan's ranking wasn't the result of improved student performance on the test - the state's score remained unchanged at 236. As a result, the center had to adjust online student performance to compensate when they realized students generally performed at lower levels on online tests. Beginning with the 2003 NAEP test administration, all states have been required to participate. Almost 30 years later, a 25-point gap between the same group of students exists today.

State education officials have made a number of changes to the tests in recent years in an effort to make them more palatable.

Through the national assessment, states can compare themselves with one another or to the national average.

"Indiana, in the beginning of this decade ... showed some of the best progress in the country", he said. "As our population continues to diversify, we can not afford to leave large numbers of our students behind their peers and expect the Wisconsin economy to continue without disruption".
